From what I know they float on the Air that they control, if they do not have wings of course.

From what I can tell (I have no air elementals), once they learn basic control they can ride the wind as the control it, so they can get the wind to pick them up and carry them wherever they ask it to take them.
Please correct me if I am wrong

Yes, level two air elementals can control air currents to fly, which is more like floating really.
