You are allowed to put on Mutations as long as they are exsisting and not rare.

It's ok, you can also buy items in the monthly Hunts, to add these mutations when K13 opens Alteration slots

You have the right amount. Two hundred and fifty RP posts were needed in order to get your Pykiin. I assume that because K13 is so busy, though, you might have to wait a little while longer. Of course, I'm not entirely sure. ^^;;
